HSE Manager

Job Summary:

The HSE Manager is responsible for holding, updating, and enhancing the Health, Safety, and Environmental (HSE) exercise at the project site. They also help build a strong safety culture among workers, contractors, and other partners.

Responsibility:

  • Report directly to the Site Manager and be the key figure to talk to about all HSE issues.
  • Lead and manage the HSE Management System programs like “Respect & Care” and safety campaigns.
  • Ensure that all site-specific HSE strategies, plans, and ways are put into action.
  • Encourage a safe work environment through control and initiatives like IIF (Incident & Injury Free) and R&C (Respect and Care).
  • Run the R&C culture programs and conduct weekly Leadership Listening Tours.
  • Take part in scheduled HSE meetings with clients, subcontractors, and consortium partners.
  • Lead incident reporting and investigations, for example, using the TapRooT method. Keep the Incident Register updated and ensure fixes are made.
  • Help and guide contractors with HSE best practices and culture improvement programs.
  • Support emergency plans and responses, including drills and real emergencies.
  • Ensure all HSE rules and procedures match JGC’s 9 Life-Saving Rules and are clearly understood by everyone on site.

Qualifications & Experience Education

Degree or diploma in engineering, environmental science, or a related field.

Certifications

1) NEBOSH International Certificate (required)

2) NEBOSH Diploma or equivalent (preferred)

3) TapRooT® or equivalent training for incident investigation.

Language ability

  • Fluent in English
  • Mandarin, Japanese, or Bahasa is helpful depending on the project

 Experience

  • At least 15 years of total HSE experience
  • 5 to 7 years in a senior HSE position (Manager or Deputy)
  • Proven experience on large-scale EPC/EPCM projects
  • Prior work with JGC Corporation or the ability to quickly learn and adapt to JGC’s systems and policies is highly preferred.

Technical Skills

  • Deep knowledge of HSE Management Systems and how to use them
  • Skilled in risk assessment tools like HAZID, HIRA, JHA, etc.
  • Experience with PTW systems, SIMOPS, and construction safety practices
  • Strong understanding of behavioral safety programs like IIF and R&C
